  17. <p>     Faced with the lowest approval ratings of his presidency,
  18. George Bush is courting the female vote for 1992. One sign: he
  19. is thinking of packing the Cabinet with women. Joining LYNN
  20. MARTIN (Labor) and CARLA HILLS (Trade) may be BARBARA FRANKLIN,
  21. a management consultant, slated for Commerce. WENDY GRAMM, head
  22. of the Commodity Futures Trading Commission, might take over at
  23. Transportation. "It would be the first time a President has four
  24. women in his Cabinet," exults a Bush adviser. "It's our new
  25. campaign strategy."
